is there a way to do cross-shareholding from (let’s say) a UK or Canadian company to a Chinese legal entity? Minority shareholder (15%)?

If you do so, the Chinese Legal Entity will become a JV. The Chinese side or the JV needs to be a company and cannot be Chinese Individuals. Also, the highest body of the company will not be shareholders but Board (that is the case in a JV). Technically or course possible to do, no restriction on the % shares that both sides owns. Another “soft” way is just to do a share “holding” 代持协议 contract, which on the government registration does not appear but on the contract the Foreign Company owns shares of the Chinese Company. Cross-shareholding means that the Chinese Company owns the same in the foreign structure? This should be checked on the foreign sides but I don’t see reasons why it should not be possible
